The Boy Scouts of America program was born quite by accident. While traveling in London, in 1909, publisher William Boyce became lost in a dense fog. A young man approached and offered his assistance, then led Mr. Boyce to his destination. Upon arrival, the gentleman offered the boy payment for his troubles, but the boy declined. Curious, Mr. Boyce questioned him further and in doing so was introduced to the world of Boy Scouts as created by Lord Robert Baden-Powell. Upon his return to America, Mr. Boyce set out to immulate the military-based program, and in February 1910, Congress chartered the organization now known as the Boy Scouts of America.
